AASF Annual Report - 2 - 31 July 2014
Stockton CA ARNG
Report needs to be revised to provide a summary of the findings from the 2011
investigation report on potential releases from the wash rack and to explain why
additional actions are unnecessary for the solvents.
SPECIFIC COMMENTS
1. Page 3-2, Section 3.3, Investigation Derived Waste Management: Revise this section
to indicate where the liquid wastes were taken for disposal.
2. Page 4-3, Section 4.5, Mann-Kendall Trend Analysis: This section states "cis-1,2-
DCE reduction may have been a function of physical attenuation, as it does not readily
degrade aerobically". Central Valley Water Board staff disagrees with this statement.
Tetrachloroethene and trichloroethene do not readily degrade in aerobic
environments, but cis-1,2-DCE is known to degrade in some aerobic environments.
Revise the last sentence in this section accordingly.
3. Page 5-1, Section 5.1, Site Background for Inorganics: Revise this section to explain
why the highest concentration of each inorganic detected in site monitoring wells, prior
to injection of the oxygen-release compound, was determined to be background.
4. Page 7-1, Section 7.0, Recommendations: Revise "COPC concentrations are
immobile ..." to "COPC concentrations have limited mobility ...".
5. Figure 3: Add monitoring well MW-4 to this figure.
If you have any questions, please contact me at (916) 464-4733 or email me at
mpierce(D_waterboards.ca.gov.
P"U
Marcus Pierce
Associate Engineering Geologist
Federal Facilities Unit
cc: Suman Sharma, Oneida Total Integrated Enterprises, Walnut Creek
Nuel Henderson, San Joaquin County EHD, Stockton
