The revised Work Plan
adequately addresses Central Valley Water Board staff comments on the Draft Work
Plan dated 23 November 2010 with one exception. We still recommend that your
consultant incorporate recommendations provided in Specific Comment #4 (use of a
shroud and portable field meter calibrated to the tracer compound) to avoid potential
problems and remobilization. However, Cal EPA's Draft Advisory — Active Soil Gas
Investigation (March 2010) recommends, but does not require implementation of these
procedures. Therefore, the California Army National Guard can proceed with the
proposed field work without additional revisions to the Work Plan.
The results of'the initial soil vapor and groundwater grab sampling task may necessitate
some modifications to the well installation program described in the revised Work Plan.
Central Valley Water Board staff request that you provide the results of this task along
with the proposed locations and designs of the four new monitoring wells for our review
prior to installing these wells. A tabulation of the sample results, a proposed well
location map (if different than the revised Work Plan), and a description of any changes
to proposed well screen intervals will suffice for this submittal. This information can be
transmitted via email. To avoid potential delays in completing the well installations, we
commit to completing our review of this submittal within one (1) working day if the
California Army National Guard notifies Central Valley Water Board staff of the
impending submittal at least one week in advance.
California Environmental Protection Agency
a Recycled Paper
