The California Army National Guard (CANG) proposes to install
two monitoring wells to further delineate and monitor historical release(s) from former
underground storage tanks (USTs) at the Army Aviation Support Facility (AASF). The Draft
Work Plan also proposes to advance 40 borings to collect soil vapor and grab groundwater
samples to assess the extent of volatile organic compounds (VOCs), primarily
tetrachloroethene, trichloroethene, cis-1,2-dichloroethene, and carbon tetrachloride. .The
VOCs appear to be associated with washrack(s) at the facility. The Central Valley Water
Board staff's General and Specific Comments on the document are presented below.
GENERAL COMMENTS
1. The suspected washrack, located due south of the former 20,000 gallon USTs (Figure 4),
appears to coincide with the location of a secondary clarifier that was plumbed to the
main washrack that was removed in the early 1990s. The former secondary clarifier is
depicted on most investigation reports on the AAFS facility prior to 2008. Please confirm
whether there was a washrack or secondary clarifier south of the 20,000 gallon USTs and
revise the Draft Work Plan, if necessary.
2. The former USTs reportedly contained aviation fuels. Naphthalene is a common
component of aviation fuel, so samples from all media should be analyzed for
naphthalene as well as the proposed target compounds. Revise the Draft Work Plan to
include analysis for naphthalene in all phases of investigation as well as profiling soil
cuttings and decontamination water for disposal.
California Environmental Protection Agency
pa Recycled Paper
