CA ARNG Field Quality Assurance Project Plan <br /> 8.7.5 If the well is located in an area of known or potential pollutant and the well was not constructed or <br /> maintained according to current well construction standards as set forth in Bulletin 74-90, it is required <br /> that all material within the original borehole,including the well casing,filter pack, and annular seal, be <br /> removed during destruction activities.The created hole must be completely filled with the appropriate <br /> sealing material(DWR, 1991). <br /> 8.7.6 If the well casing was not extracted during destruction and sealing operation,the upper surface of <br /> the sealing materials must end at a depth of 5 feet below ground surface(bgs)or less. A hole must be <br /> excavated around the well and casing shall be cut off at 5 feet bgs.The excavation must then be <br /> backfilled with clean,native soil or other suitable material.The excavation operations must be performed <br /> after the sealing material has adequately set and cured(DWR, 1991). <br /> I <br /> 8.7.7 Wastewater generated by sampling and abandonment activities must be handled according to <br /> guidelines provided by applicable provisions of California Code of Regulations(CCR)Title 22, <br /> including recommendations for disposal as hazardous or designated waste,as appropriate. <br /> 8.8 Permits Required <br /> 8.8.1 All necessary permits will be obtained prior to commencing the field work.A Permit to Abandon <br /> Well will be obtained from the applicable agency. Prior to obtaining the permit,this work plan may be <br /> reviewed. <br /> 8.8.2 Basic guidelines to decommission monitoring wells are provided in American Society of Testing <br /> and Materials (ASTM)Standard D5299-92, Decommissioning of Groundwater Wells, Vadose Zone <br /> Monitoring Devices, Boreholes,and Other Devices for Environmental Activities.This standard covers <br /> procedures that are specifically related to permanent decommissioning(closure) of the following as <br /> applied to environmental activities. It is intended for use where solid or hazardous materials or wastes are <br /> found,or where conditions occur requiring the need for decommissioning(ASTM, 1993).The following <br /> devices are considered in this guide: <br /> • A borehole used for geoenvironmental purposes; <br /> • Monitoring wells; <br /> • Observation wells; <br /> • Injection wells; <br /> • Piezometers; <br /> • Extraction wells; <br /> • A borehole used to construct a monitoring well;and <br /> • Any vadose zone monitoring device. <br /> 8.8.3 The primary purpose of abandonment activities is to permanently decommission the monitoring <br /> well so that the natural migration of groundwater or soil vapor is not significantly influenced. <br /> Decommissioned wells should have no adverse influence on the local environment(i.e.,the original <br /> field QAPP.DOC 8-6 May 2000 <br />
