This proposal was developed based upon our current <br /> understanding of site conditions, previous telephone conversations, and the site meeting on <br /> March 13, 2001, which included Mr. Dan Johnson and Mr. Najcc Zarif of San Joaquin County <br /> Department of Public Works_ This Proposal is a preliminary understanding of San Joaquin <br /> County Public Works Department's desires. KleinfeIder is committed to providing quality <br /> service to our clients, commensurate with their wants, needs and desired level of risk. If a <br /> portion of this Proposal dors not meet your needs, or if those needs have changed, Kleinfelder <br /> will consider appropriate modifications subject to the standards of care to which we adhere as <br /> professionals. Modifications such as changes in scope, methodology, scheduling, and contract <br /> terms may result in changes to the risks assumed by you our client as well as adjustments to our <br /> fees_ <br /> BACKGROUND <br /> Kleinfelder was contacted to provide this cost estimate/scope of work to assess the subsurface <br /> soils within the leach field near the truck wash facility located at the San Joaquin County <br /> Lovelace Road Transfer Station. The assessment was requested in response to a release of <br /> petroleum hydrocarbons into the septic system and a subsequent'Notice t0 Abate" from the San <br /> Joaquin County Public Health Services Environmental Health Division (PHS/EHD)_ It is <br /> Kleinfelder's understanding the release occurred in January 2001 from a faulty operation of a 3- <br /> stage water/oil separator at the truck wash facility that empties into the septic systerrl. <br /> On January 25, 2001, according to the P'HS/EHD Notice to Abate, the septic tank was pumped <br /> and sampled. The results of the sampling showed concentrations of total purgeable petroleum <br /> hydrocarbons as gasoline (TPH-g) of 8 parts per million (ppm), and total extractable petroleum <br /> hydrocarbons as diesel (TPH_d)of SO ppm. <br /> The construction of the septic system leachfield is detailed in the facility"as built" schematics as <br /> supplied by the SJCDPW. In short, the leachfield consists of four leach lines, 100 feet in length, <br /> and buried in 2 feet wide trenches by 42 inches in depth.
