Sierra Chemical Co. RCRA Contingency Plan 2.6 Hazmat Emergency Response Team (ERT) An organized group of employees,designated by Sierra Chemical Co.,who are expected to perform work to handle and control actual or potential leaks or spills of hazardous substances requiring a possible close approach to the substance. The HAZMAT/ER Team performs responses to releases or potential releases of hazardous substances for the purpose of control or stabilization of the incident.A complete list of these individuals is provided in Appendix C.All certificates of training and training logs will be kept onsite by the EHSS Manager. 2.7 Emergency Response Dispatcher In the event of-a major spill/release, Sierra Chemical Co. has designated several individuals within the office staff to be responsible for notifying everyone carrying radios. The ER Dispatcher would use the Internal paging system to alert the employees,including the Emergency Response Team,of the nature of the emergency, The Dispatcher would also notify appropriate response agencies and neighboring businesses, if necessary. These individuals will be provided a complete listing of.which government agencies to notify based on nature or severity of the spill/release. . The designee in order of availability is as follows: 1, Administrative Assistant t" 2. EHSS Manager 3, Transportation Dispatcher/Loading and Shipping Supervisor 4. Transportation Supervisor 5. Production Supervisor If none of these individuals are on duty,and the alarm has sounded,the response agencies will be notified I by the contract security control company(Sonitorol).Sierra Chemical Co:s IC would make the notification to the neighboring businesses. 2.8 Staging Manager The Staging Manager will pick up a copy ofthe Emergency Response Plan that will be located in the office. He/She or their designee at the evacuation staging area shall immediately conduct a head count to verify all personnel other than the ERT,are accounted for. The Staging Manager shall assign individuals to assist with site security until relieved by the Stockton Fire Department Hazardous Materials Team, followed by _ the Stockton Police. This person shall have two-way communications with the IC. This person,may also act as the Emergency Response Dispatcher in a combined role. I It`i)2(C'Y9"eentation The provisions of the contingency plan will be implemented whenever there is an emergency event that could threaten human health or the environment, or whenever the potential for such an event exists determined by the IC.The following information is utilized for categorization of events to determine implementation of the Contingency Pian: 1. Medical Emergencies(does not implement the Contingency Plan) 2. No (does not implement Contingency Plan) a.
