Sierra Chemical Co. <br /> RCRA Contingency Plan <br /> At each incident response,the IC will assume responsibility as the individual in charge of the <br /> emergency/incident response.The person is responsible for delegating authority and making <br /> assignments as well as control of all communications, containment, and corrections including but not <br /> limited to: <br /> • Site management and control (Establish Command, Assess, Life Safety; issue's) <br /> •" Identify the problem <br /> • internal and External Notifications <br /> • Evaluate hazards and risks <br /> • Select appropriate PPE <br /> • Information management and resources coordination <br /> implement response objectives <br /> • Decontaminate and clean-up operations <br /> • Terminate the emergency <br /> Control Procedures:All Emergencies <br /> The first step in responding to an emergency is to establish control of the incident.The following <br /> elements should be completed by the IC upon discovery of an incident: <br /> • Identify and develop initial assessment of human safety and evacuation issues <br /> o Avoid placing personnel in a hazardous or potentially unsafe position or situation. <br /> Assess the situation and consider having an escape route in the event that the situation <br /> is no longer safe <br /> Establish command of the incident' <br /> Restrict access to the emergency site to authorized personnel.The location of the restricted <br /> area should be marked and communicated to all emergency response personnel <br /> Establish a staging area <br /> Initiate protective actions including evacuation or shelter-in-place as necessary and confirm that <br /> all personnel on the facility plant are accounted for <br /> Rescue should be performed from and uphill and upwind location if safely possible <br /> Control Procedures for Fire/Explosion <br /> The following actions will be taken if the facility is affected by fire or explosion: <br /> If fire is discovered by employee or contractor,the employee or contractor is to verbally warn personnel <br /> in the immediate area and activate the fire alarm upon discovery of smoke or fire. . <br /> Small Fires <br /> Portable fire extinguishers have been placed.in the facility, as observed in Appendix E and are intended <br /> for use in fighting small, non-threatening fires that could exist. All employees of Sierra Chemical,Co. <br /> shall be trained on fire extinguisher use and shall understand the proper use and limitations of portable <br /> fire extinguishers.An employee should attempt to fight the fire if they feel safe doing so,If a fire <br /> escalates or is believed to be beyond the capabilities of the fire extinguisher,all operations are to cease <br /> and the employee or contractor is to dial 9-1-1, then notify the emergency response dispatcher to sound <br /> the alarm. <br /> Issue dater Replaces: Page: <br /> Prepared By: NA 18 of 44 <br /> ACT Environmental Services,Inc.
