Slate of California—California Environmental Protection Agency <br /> Department of Toxic Substances Control - <br /> 5796 Corporate Ave, <br /> Cypress, California 90630 <br /> SUMMARY OF OBSERVATIONS <br /> Facility Name: Thatcher Company of California Date: 2/15/2019 <br /> OTHER ISSUES/CONCERNS <br /> The following issues/concerns were identified during this inspection. Further research <br /> may identify additional violations. Any new violations, with the required corrective action <br /> and compliance schedule, will be identified in the Violation section of the inspection <br /> report. <br /> A. During the facility walk-through on 11/28/2018, in the Chlorine Repackaging <br /> Room (inside the warehouse), there was a strong smell of chlorine and a <br /> volatile organic compound (VOC) (acrylic valve sealant aerosol can). An <br /> employee in the room was not wearing a respirator or mask to protect him <br /> from the fumes. <br /> To minimize the possibility of release and exposure to workers, TCS should <br /> add engineering controls to minimize off-gassing of chlorine gas and VOCs <br /> used in the room, or provide appropriate Personal Protective Equipment <br /> (PPE) and Training materials to employees such that they are protected from <br /> and knowledgeable about the hazards associated with the bleach <br /> manufacturing process at TCS. <br /> B. During the facility walk-through, in the Ferric Chloride/Acid Tote Storage Area <br /> outside, several 330-gallon totes were stored; the exterior of the totes were <br /> badly stained with rust-colored spill stains. Rain had fallen on the totes and <br /> pooled around the totes. The rain then filled the nearby bermed area with <br /> rust-colored liquid. Reynon stated that employees use absorbent pads to <br /> wipe off the exterior of the totes to clean them. The totes were not labeled <br /> with the concentration of Ferric Chloride, however, in a telephone <br /> conversation with Reynon on January 9, 2019, he stated that the TCS Ferric <br /> Chloride product is maximum 38% in concentration. At 40%, ferric chloride is <br /> very hazardous and can cause bums on contact with the skin and eyes. <br /> Inhalation causes burning in the throat. <br /> DTSC 1572 (11/12/2014) - - Page 1 of_2_ <br />
