Department of Toxic Substances Control <br /> Meredith Williams, Ph.D. <br /> Jared BlumenfeldGavin Newsom <br /> -Secretary for Acting Director Governor <br /> Environmental Protection 5796 Corporate Avenue <br /> Cypress, California 90630 <br /> February 15, 2019 <br /> Certified Mail Return Receipt Request No. 7014 2870 0000 1496 1080 <br /> Mr. Alex Reynon <br /> Plant Manager <br /> Thatcher Company of California <br /> 1010 Industrial Drive <br /> Stockton, CA 95206 <br /> EPA ID No. CAL000433517 <br /> Dear Mr. Reynon.: <br /> On November 28, 2018, the California Environmental Protection Agency,Department of <br /> Toxic Substances Control (DTSC) Office of Criminal Investigations (OCI) conducted an <br /> investigation of Thatcher Company of California JCS) located at 1010 Industrial Drive <br /> in Stockton, California. <br /> The enclosed report and attached Summary of Violations (SOV) describe the.findings of <br /> the investigation, including all violations and any actions that should be taken by the <br /> facility to correct the violations. <br /> As violations were found, you are required by section 25185(c)(3) of the Health <br /> and Safety Code to submit a response to DTSC at the above letterhead address <br /> within 30 calendar days, describing the corrective actions you have taken,or <br /> propose to take, to bring your facility into compliance for the violations cited in <br /> the report. If you dispute any of the violations,.you should explain your disagreement <br /> in this written response. The issuance of the letter does not preclude DTSC from taking <br /> administrative, civil, or criminal action as a result'of the violations noted in the SOV <br /> and/or the report. <br /> All pertinent documents derived from the inspection, including photographs (copies are <br /> included with this letter), documents provided by you to DTSC staff, and the SOV, will <br /> become public documents. You may request that any trade secret or facility security <br /> information that you believe is contained within,these documents be withheld from <br /> public disclosure (See Health & Safety Code, section 25173). <br /> EJ Printed on Recycled Paper <br />
