Thatcher Company of California, Inc., Stockton III. Sampling Activities Sampling objective: Hazardous waste determination. Pre-Sampling: The samples were collected by one team of three Scientists and one Senior Industrial Hygienist. At each sample point or location, one sample was collected for DTSC (see Attachment 1, Sample Location Map). Sampling strategy: The samples collected were selected based upon locations where hazardous waste was suspected of being illegally stored or disposed of, being generated and managed without a proper waste determination, and/or managed in such a way that said management did not prevent a release to the environment. Sampling Teams and Roles if applicable): Sample Team: Dylan Clark — Primary Sampler Bonny Lew— Assistant Sampler Anne Ekker— Documenter Xiaomei Ma —Assistant Sampler Sampling Equipment, PPE, and GIA Procedures: New pre-cleaned sample collection devices and sample containers were used to collect samples. Disposable outer gloves were changed between each sample collected. Samples were labeled with identifying information, evidence tape was applied to each container, and the samples were photographed where they were collected. OCI staff donned appropriate proper personal protective equipment (PPE) prior to sampling and collected samples as described in the following sections. ® All Samples were placed in an ice chest with ice ® hard hats, safety glasses,safety boots ® New Certified Pre-Cleaned Glass Jars Used ® New Composite Liquid Waste Samplers (COLIWASA) Used ® New Sealed Disposable Plastic Scoops Used ❑ Pre-Cleaned Pond Skimmer Used Other pertinent information: Incompatible samples (i.e. strong acids and bases) were stored in separate coolers at all times until relinquished to the laboratory. Chain of Custody: On November 28, 2018, after conclusion of the inspection, I completed an Official Sample Receipt (see Attachment 2) and signed and dated the receipt. Reynon also signed and dated the receipt, made a copy for facility records, and returned the original to me. Clark acted as primary sample custodian and retained the samples after they were collected on November 28, 2018. Ovemight, the samples were stored/secured in a locked refrigerator at the DTSC Cal Center Regional Office. On November 29, 2018, Clark transferred the samples to Lew, who transported them to the DTSC Environmental Chemistry Laboratory in Berkeley (ECL-Berkeley). At the laboratory, Lew relinquished the samples to ECL-Berkeley Environmental Scientist Francisco Montalvan (See Attachment 3, Chain of Custody Forms/Sample Analysis Request). Page 2 of 12
