WASHINGTON STREET, STOCKTON, SAN JOAQUIN COUNTY <br /> Various fertilizer manufacturers and distributors operated at this facility from 1987 until <br /> 2005. Lesco operated the facility between 1997 and 2005, when it was purchased by <br /> John Deere Landscapes, currently referred to as Deere & Company. Nitrate, <br /> ammonium, and sulfate have been found in soil and groundwater, and arsenic and <br /> vanadium concentrations have been elevated in groundwater. In a 21 July 2011 letter, <br /> California Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff approved the Corrective Action Workplan for the former Lesco facility, <br /> Assessors Parcel Numbers (APNs) 145-020-07 and 145-020-13. <br /> About 11,000 tons of soil containing nitrogen and sulfate was excavated. About <br /> 1 .1 percent of the original mass of nitrogen remains in soil. Several groundwater <br /> monitoring wells contain nitrate, ammonium, and/or sulfate above the water quality <br /> objective. However, as discussed in the attached Memo to Program Manager, <br /> additional groundwater sources of ammonium, nitrate, and sulfate are present at <br /> adjacent bulk handling facilities, and arsenic and vanadium are believed to be naturally <br /> occuring. Therefore, The Central Valley Water Board concurs with Deere & Company <br /> that the remaining levels of nitrogen and sulfate at the former Lesco facility do not pose <br /> a threat to human health, the environment, or waters of the State. <br /> On 27 October 2015, Deere & Company circulated a fact sheet describing remedial <br /> actions and notifying interested persons of their opportunity to provide comments on the <br /> Central Valley Water Board's consideration of closure for the former Lesco facility. No <br /> comments were received during the 30-day time period. <br /> Deere & Company has satisfactorily completed site investigation, implemented remedial <br /> actions, and achieved applicable remedial action standards and objectives. A <br /> permanent remedy has been accomplished at the former Lesco facility, therefore, no <br /> further action is required. This No Further Action Determination is not effective until after <br /> Deere & Company submit the necessary documentation of the destruction of the <br /> KARL E.
