WASHINGTON STREET, STOCKTON, <br /> SAN JOAQUIN COUNTY <br /> Setting <br /> The site consists of two adjacent parcels totaling about 5 acres within the Port of Stockton. <br /> The northernmost parcel of about 3.5 acres served as the operations area for a succession <br /> of fertilizer manufacturers and distributors from prior to 1987 through 2005. Facility opera- <br /> tors during this period included Delft, Tri-Delta, and Lesco. In 2005 Lesco closed operations <br /> at this site. In 2007 Lesco was purchased by John Deere Landscapes, currently known as <br /> Deere & Company, who assumed Lesco's environmental obligations and the lease on this <br /> property. The buildings were subsequently removed from the northern parcel, which has <br /> been vacant since 2008. In October of 2015, the property was sold to the Port of Stockton. <br /> A storage building remains on the southern parcel. The parcels are bounded by the San <br /> Joaquin River to the northwest, vacant land to the west and south, a cement plant to the <br /> southeast, a bulk sulfur processing plant to the east, and a bulk ammonium storage facility <br /> to the north. <br /> Source <br /> The source of the nitrogen was from the fertilizer formulation and handling activities. Sulfate <br /> was found in soil at Lesco, but it is not known if it was handled at the facility in the past. <br /> Bulk sulfur is stored, however, at the adjacent sulfur plant. Groundwater is about 5 to 7 feet <br /> below ground surface. <br /> Actions <br /> ❑ Assessment began in 1997. <br /> ❑ In 1998, an unlined storm water pond was excavated to depths of 2 to 6 feet below <br /> ground surface. <br /> ❑ In 1999, about 2,100 cubic yards of soil was excavated to install a lined storm water <br /> pond. <br /> KARL E.
