a <br /> REPORT OF INV STIGATION <br /> For Contamination Under a Used Oil U T Closed in Place in April 1988 <br /> and For the Presence of Two A ditional USTs On-Site <br /> 1.0 Introduction <br /> This report presents the results of;investigations conducted in accordance with a Work <br /> Plan dated January 28, 2005, and Addendum dated October 16, 2006. <br /> An underground used oil tank was closed in place by R& L Diesel Services (R& L) in <br /> April, 1988, by filling with concrete. The work wa4, approved and witnessed by the San <br /> Joaquin Local :Health District(SJLHD). Soil samplles were not taken from under the tank <br /> at that time as the company relied-on CCR Title 23 Chapter 16,p 7.9 (d), which stated <br /> that leak detection monitoring could be used to de . onstrate that no unauthorized release Y <br /> had occurred. The SJLHD did not issue a closure 1 tter at the conclusion of the closure in p <br /> place,pending securing samples from under the tark. This report describes the work <br /> conducted to secure appropriate soil samples, and resents the analytical result. <br /> In addition, two additional US Ts.may have been in italled prior to R& L purchasing the <br /> property. This report describes the work conducted to uncover and remove the tanks, and <br /> presents the analytical results from the soil sample obtained. <br /> 2.0 Site Description <br /> R& L Diesel Services is Iocated at 2417 West Lan11 in the city of Stockton, San Joaquin <br /> County, Califoi.mia. The property is bounded by W:st Lane to the east, Klinger Road to <br /> the south, commercial property to the north, and a Union Pacific rail line to the west. The <br /> property is paved and includes a number of woode I frame, concrete block and metal <br /> buildings, housing maintenance, parts storage and c ffce facilities.
