I <br /> � I <br /> CHRONOLOGY <br /> R & L DIESEL SER ICES <br /> 2417 WEST LANE, ST13CKTON <br /> i <br /> 04/18/88 A 600 gallon waste oil underground star ge tank (UST) located inside a <br /> transmission shop was closed in place ( fled with a concrete mixture) under <br /> permit and inspection of the Environmen al Health Department (EHD) on this <br /> date. The responsible party refused to have soil samples from beneath the UST <br /> obtained and analyzed by an appropriatE laboratory to show that the UST had <br /> not leaked so the EHD would not providE a closure letter. <br /> i <br /> 02/26/07 A geoprobe rig was used to obtain soilsamples on this date. There was another <br /> slab of concrete 3 feet below the concrete floor of the building and the UST was <br /> below the second concrete slab. A soil sample was collected about a foot below <br /> the top of the UST which was non-detect for contaminants. A second soil sample <br /> was collected beneath the UST at about 18 feet below surface which had 22,900 <br /> ppm TPH-diesel and 19.3 ppb PCE. <br /> 07/19/07 After review of the soil sample laboratory results from the February 2007 <br /> sampling, the site was placed in the Local Oversight Program, a Notification of <br /> Hazardous Waste Discharge was filed arid an Unauthorized Release Report was <br /> filed on this date. <br /> I <br /> 03/06/08 Date that four geoprobe borings (B1 — B ) were advanced on-site, two vertical <br /> and two slant borings. I� <br /> 07/30/08 Date of"Site Assessment Report, Site Conceptual Model and Site Investigation J <br /> Work Plan" that discusses work performEd in March 2008 and proposes further <br /> investigation. <br /> 04/07/09 The EHD, the responsible party and the consultant met on this date to discuss <br /> reductions to the July 2008 proposed wo k since the responsible party wrote in a <br /> letter dated February 3, 2009, that due to the present economic situation the <br /> work would be delayed indefinitely. It wasagreed at the meeting that installation <br /> of one soil boring and collection of a ground water sample would be performed. <br /> 10/30/08 Date of a "Sensitive Receptor Survey" in Nhich no wells were identified within <br /> 2000 radial feet of the site. <br /> 04/20/09 On this date a hollow stem auger boring was completed to 65 feet and soil <br /> samples and a water sample were collec ed. <br /> 09/09/09 Date of"Site Investigation and No Furthe Action Request Report" that discusses <br /> results of April 2009 work, summarizes site conditions and requests a "no further <br /> action required letter". <br /> i <br /> 09/15/09 Date of"Site Investigation and No Further Action Request Addendum" that <br /> addresses vapor intrusion risk and provides mass balance calculations. <br /> 09/16/09 The EHD discussed closure of site with the Central Valley Regional Water <br /> Quality Control Board on this date. <br />
