CHRONOLOGY R & L DIESEL SE VICES 2417 WEST LANE, S1 OCKTON 04/18/88 A 600 gallon waste oil underground sto age tank(UST) located inside a transmission shop was closed in place filled with a concrete mixture) under permit and inspection of the Environme ital Health Department (EHD) on this date. The responsible party refused to iave soil samples from beneath the UST obtained and analyzed by an approprial a laboratory to show that the UST had not leaked so the EHD would not provide a closure letter. 02/26/07 A geoprobe rig was used to obtain soil samples on this date. There was another slab of concrete 3 feet below the concrete floor of the building and the UST was below the second concrete slab. A soil ample was collected about a foot below the top of the UST which was non-dete t for contaminants. A second soil sample was collected beneath the UST at about 18 feet below surface which had 22,900 ppm TPH-diesel and 19.3 ppb PCE. 07/19/07 After review of the soil sample laborato results from the February 2007 sampling, the site was placed in the Local Oversight Program, a Notification of Hazardous Waste Discharge was filed and an Unauthorized Release Report was filed on this date. 03/06/08 Date that four geoprobe borings (B1 — 4) were advanced on-site, two vertical and two slant borings. 07/30/08 Date of"Site Assessment Report, Site Conceptual Model and Site Investigation Work Plan" that discusses work performed in March 2008 and proposes further investigation. 04/07/09 The EHD, the responsible party and the consultant met on this date to discuss reductions to the July 2008 proposed w rk since the responsible party wrote in a letter dated February 3, 2009, that due to the present economic situation the work would be delayed indefinitely. It was agreed at the meeting that installation of one soil boring and collection of a ground water sample would be performed. 10/30/08 Date of a "Sensitive Receptor Survey" ir which no wells were identified within 2000 radial feet of the site. 04/20/09 On this date a hollow stem auger boring was completed to 65 feet and soil samples and a water sample were colle ted. 09/09/09 Date of"Site Investigation and No Further Action Request Report" that discusses results of April 2009 work, summarizes site conditions and requests a "no further action required letter". 09/15/09 Date of"Site Investigation and No Further Action Request Addendum" that addresses vapor intrusion risk and provides mass balance calculations. 09/16/09 The EHD discussed closure of site with I he Central Valley Regional Water Quality Control Board on this date. i I
