1.0 INFORMATION <br /> This Health and Safety Plan (H & SP) describes basic safety requirements for the soil <br /> exploration at the R & L Diesel Services (R & L) facility, located at 2417 West Lane in <br /> Stockton, California. The location of the site is shown in Figure 1. <br /> The provisions of the plan apply to all personnel working on this project, whether <br /> employees of Environeering, Inc. (EI), its subcontractors, or R & L Diesel employees. <br /> This H & SP describes the expected potential hazards that may be encountered on site. <br /> Should unexpected conditions arise, the H & SP will be revised in keeping with these <br /> new conditions. <br /> 2.0 SCOPE OF WORK <br /> The scope of work is described in El's 28 January 2005 Work Plan entitled CHECK FOR <br /> THE PRESENCE OF CONTAMINANTS ADJACENT TO A WASTE OIL TANK <br /> CLOSED IN PLACE 1N APRIL, 9988, and CHECK FOR THE PRESENCE OF TWO <br /> ADDITIONAL USTs ON-SITE, at R &L Diesel's facility on West Lane in Stockton, <br /> California. In summary, the field work shall include completion of the following tasks: <br /> 1. Probing to confirm the size of a UST under the slab in the Transmission Shop, and <br /> to define the presence, size and orientation of USTs in front of the Parts Building. <br /> 2. Securing soil samples from 1 ft. below the bottom, on opposite sides of each UST. <br /> 3. Analyzing these samples for appropriate hydrocarbons at a state certified laboratory. <br /> 3.0 GENERAL SAFE WORK PRACTICES <br /> It is El's safety policy to take every reasonable precaution in the performance of work to <br /> protect the environment and the health and safety of employees and the public, and to <br /> prevent property damage. With respect to hazardous agents, this protection is provided <br /> by limiting exposure of people, releases to the environment, and contamination of <br /> property, to levels that are as low as reasonably achievable (ALARA). <br /> It is the intent of this H & SP to supply the broad outline for completing investigation and <br /> remediation activities within ALARA guidelines. <br /> Environeering, Inc.
