F!
Site Assessment Report,Site Conceptual Model, and Site Investigation Work Plan
R&L Diesel Services,2417 West Lane, Stockton, California,95205
1.0 INTRODUCTION
I
 _; r i
1.1 Project Description
On behalf of R & I Diesel Service Inc. (R & L), Western Resource Management (WRM) has
prepared this Site Assessment Report for submittal to the San Joaquin County Environmental
Health Department (SJCEHD) and Central Valley Regional Water Quality Control Board
(CVRWQCB).
1 1.2 Site Location and Description
i • R& L Diesel Services is located at 2417 West Lane in Stockton (Figure 1). The site is bounded
by West Lane to the east, Klinger Road to the south, commercial property to the north, and
Union Pacific rail lines to the west. The site is occupied by a diesel repair business. A small
F (500-gallon).underground storage tank (UST) was closed in place in April 1988 where the.
transmission shop is currently located. Two small (2001galfon)waste oil aboveground storage
tanks are present in the steam cleaning area east of the transmission shop and engine parts
building (Figure 2).
1.3 Site History and Previous Subsurface Investigations
In April 1988, an underground used oil tank was closed in place by R & L Diesel Services by
FJ1i filling with concrete. Soil around and under the tank was not sampled and analyzed at the time,
but one soil sample was taken from under the UST in February 2007. The 2007 sampling
revealed contamination from diesel and volatile organic compounds (VOCs), as reported in a
June 2007 Report of investigation.
In March 2008, Environeering, Inc. advanced four soil biorings using a Geoprobe© (push drill)
F equipped rig to further define the lateral and vertical extent of petroleum compound
contamination. Borings 81 and B2 were vertical borings drilled four feet north of the former UST
and five feet west of the fill pipe for the former UST, respectively. B1 was advanced to 44 feet
F below ground surface (bgs) and B2 was advanced to 48 feet bgs. Borings B3 and B4 were
slant borings drilled 11 feet northwest of the fill pipe and 11 feet southwest of the fill pipe,
respectively. B3 was drilled 24"from vertical to a total length of 32 feet (approximately 29 feet
bgs) and B4 was drilled 18" from vertical to a total length of 24 feet (approximately 19 feet bgs).
Results are discussed further in the Analytical Results and Site Conceptual Model (SCM)
sections of this report.
1 :
i
r
i
