The discharge of wastewater from the Woodbridge Winery
is regulated by Waste Discharge Requirements (WDRs) Order R5-2012-0103, while the discharge
of wastewater from Turner Road Vintners is regulated by WDRs Order 99-103.
Regional Board staff has reviewed the 24 March 2017 Discharge Plan that was submitted after the
Discharger transferred approximately 795,000 gallons of process wastewater from the Woodbridge
Winery to the Turner Road Vintners facility. The wastewater was transferred as part of the
Discharger's spill mitigation plan developed in February 2017. The plan proposes to discharge the
stored wastewater into the Turner Road Vintners wastewater treatment and disposal system at a
rate of 200 gallons per minute over a period of three days.
The Discharger has evaluated the characteristics of the wastewater and determined that the
wastewater is similar to the wastewater generated at Turner Road Vintners. The Discharger also
evaluated the design of the wastewater treatment system and the capacity of the disposal system
and concluded that the discharge of the additional wastewater will not impact the treatment
system, exceed the capacity of the disposal system or conflict with any of the Discharge
Specifications and Prohibitions in WDRs Order 99-103.
While we appreciate the efforts to mitigate the impacts from the winter storms, staff cannot modify
the conditions of an existing WDR. Therefore, the Discharger, Constellation Brands is performing
the discharge at its own risk. Please document the discharge in Turner Road Vintner's Second
Quarter 2017 Monitoring Report, which is due on 30 July 2017.
As a reminder, we have transitioned to a paperless office. All documents including monitoring
reports shall be converted to a searchable Portable Document Format (PDF) and submitted by
email to centralvalleysacramento@waterboards.ca.gov
The e-mail shall contain the following information: (a) Turner Road Vintners, (b) Title and Date of
the Report, and (c) CIWQS Place ID No. 266743. Documents that are 50 MB or larger should be
transferred to a CD, DVD, or flash drive and mailed to our office, attention "ECM Mailroom".
KARL E. LONOLEY SOD, P.E., CHAIR I PAMELA C.
