Kennedy/Jenks Consultants
Mr. Timothy O'Brien
California Regional Water Quality Control Board
10 March 2005
Page 5
Item 10 — Groundwater Degradation
As discussed in the letter from Janet Goldsmith to Wendy Wyels, dated 29 July 2004,
Woodbridge does not agree with the conclusion that"Staff believes the wastewater ponds are
presently degrading groundwater quality..."The purpose of the Groundwater Protection Work
Plan is to determine whether or not the wastewater ponds are degrading groundwater quality,
and so it is premature to draw such a conclusion. As we have stated above, we believe that the
relationship between the Mokelumne River and groundwater, and whether the river is
discharging to groundwater, is one of the central questions regarding the assessment of land
application of process water and it will be investigated as part of our Work Plan.
Chapter 5 — Groundwater Monitoring Well Installation Work Plan
The Groundwater Monitoring Well Installation Work Plan was provided for the CRWQCB's
reference. The proposed locations for additional wells, if it is determined that additional wells are
required, will be submitted as an addendum at a later date.
Please contact Bob Chrobak at (415) 243-2524, or Jim Crandell at (209) 369-5861 if you need
additional information or if you have any questions.
Very truly yours,
KENNEDY/JENKKSS CONSULTANTS
Robert S.
