S 11�1N J OAQ U I I N Environmental Health Department <br /> COUNTY <br /> — <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> 3 Us truck&auto plaza 1 14749 N Thornton Rd, Lodi December 02, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 121 CCR 66266.81(a)(4)(B)Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> OBSERVATION: Bills of lading for the recycling of lead acid batteries from 12/2/2016-12/2/2019 were not found on <br /> site. <br /> REGULATION GUIDANCE: <br /> (A)The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br /> section 1161,to record the shipment of spent lead-acid storage batteries to a person who stores the batteries or <br /> who uses, reuses, recycles or reclaims the batteries or their components. <br /> (B)The generator shall retain, at the generator's place of business for at least three years, a legible copy of each <br /> manifest or bill of lading which identifies spent lead-acid storage batteries shipped to a person who stores the <br /> batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br /> CORRECTIVE ACTION: Immediately gather the missing bills of lading for the lead acid batteries and start to <br /> maintain them on site. Provide copies of battery core bill of lading records for 2019 and a corrective action <br /> statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> 195 HSC 25404(e)(4) Failed to report program data in the California Environmental Reporting System (CERS). <br /> OBSERVATION: This business's RCRA hazardous waste activities have been reported on the California Electronic <br /> Reporting System (CERS)website as"YES"for"Does your facility generate in any single calendar month 1,000 <br /> kilograms(kg)(2,200 pounds)or more of RCRA(federally-regulated)hazardous waste,or generate in any single <br /> calendar month, or accumulate at any time, 1 kg (2.2 pounds)of RCRA acute hazardous waste; or generate or <br /> accumulate at any time more than 100 kg (220 pounds)of spill cleanup materials contaminated with RCRA acute <br /> hazardous waste." No RCRA waste was observed on site during the inspection. Disposal records on the DTSC <br /> tracking system does not indicate that the amount of RCRA waste described above is being generated at the facility. <br /> REGULATION GUIDANCE: Each regulated business shall report program data electronically on the CERS <br /> website. <br /> CORRECTIVE ACTION: Immediately correctly report your business activities including the RCRA hazardous waste <br /> program on the CERS website.
