The tank assessment observed during the inspection was last done <br /> on 1/28/2010. No current reassessment was available for review and the manager, Francisco Avila,was not sure if <br /> another one had been done. <br /> REGULATION GUIDANCE: <br /> The assessment specified in subsection (k)of this section shall be obtained prior to placing a new tank system in <br /> service and shall be kept on file at the facility.This assessment shall be reviewed and certified by an independent, <br /> qualified, professional engineer, registered in California, in accordance with section 66270.11(d), attesting that the <br /> tank system has sufficient structural integrity and is acceptable for the transferring, storing and treating of hazardous <br /> waste.The assessment shall be valid for a maximum period of five (5)years or the remaining service life of the tank <br /> system, as stated in the engineer's assessment,whichever is less. <br /> CORRECTIVE ACTION: Immediately provide the current tank reassessment to the San Joaquin County <br /> Environmental Health Department(EHD). If a tank reassessment has not been done within the last 5 years(or as <br /> required), immediately get a tank reassessment done and provide a copy to the EHD within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> Inside the shop: <br /> -One black 55 gallon steel drum containing used oil was missing a hazardous waste label. This label was corrected <br /> during the inspection. <br /> -One black 55 gallon steel drum containing paper filters had a hazardous waste label that was incorrectly labeled as <br /> "metal filters"and was missing the hazardous property. <br /> Outside the shop: <br /> -One black 55 gallon steel drum containing oily water had a hazardous waste label where the contents were <br /> incorrectly labeled as"used absorbent"and the physical property was incorrectly labeled as"solid." The label was <br /> also missing the hazardous property. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
