1.0 EXECUTIVE SUMMARY <br /> In April 1995, CRC Environmental Risk Management, Inc., (CRC) conducted a Phase <br /> II Environmental Assessment and Subsurface Investigation at the request of American <br /> Savings Bank (ASB) of Irvine, California. The environmental assessment was performed <br /> at 150 West 10th Street, in the City of Tracy, County of San Joaquin, California. The <br /> purpose of the investigation was to determine whether potential subsurface contamination <br /> exists due to the former use of the subject property and an adjacent property as dry <br /> cleaning facilities from the mid 1940s to early 1970s. <br /> Five (5) soil borings were advanced by Geoprobe coring to a depth of 15 feet below <br /> ground surface (bgs). A total of fourteen (14) soil samples were collected and thirteen <br /> (13) samples were analyzed for volatile organic compounds (VOCs) by EPA Method <br /> 8010. Five (5) groundwater samples were also collected and analyzed for VOCs by EPA <br /> Method 8010. <br /> No VOCs were detected above the method detection limits in any of the soil samples <br /> analyzed. Of the EPA 8010 analytes, only chloroform was detected in five (5) <br /> groundwater samples at concentrations which ranged from 0.89 micrograms per liter <br /> (µg/1) to 3.3 µg/1. This range of concentrations was below the Maximum Contaminant <br /> Level (MCL) of 100 µg/l for chloroform based on the California Department of Health <br /> Services. <br /> The potential presence of underground storage tanks (USTs) on the subject property was <br /> also investigated by a geophysical survey. The results of this investigation did not indicate <br /> any anomaly which may be attributed to the presence of USTs on the site. <br /> Based on the above findings (e.g., no detection of contaminants in soil samples), CRC <br /> concludes that it is unlikely the subject property has been adversely impacted by its <br /> former use as dry cleaning facilities. Additionally, no evidence was identified of the <br /> potential presence of USTs on the site. The presence of chloroform in the groundwater <br /> beneath the site may by due to an off-site source. Therefore, CRC recommends no further <br /> action or investigation in connection with the property at this time. CRC further <br /> recommends that a copy of this report be furnished to the San Joaquin County Public <br /> Health Services, Environmental Health Division(SJCPHS-EHD),pursuant to their request <br /> as a condition to obtaining a drilling permit. <br /> 2.0 INTRODUCTION <br /> This report presents the results of the field investigation conducted by CRC at the ASB <br /> Tracy Branch located at 150 West 10th Street, City of Tracy, County of San Joaquin, <br /> California (Topography and Site Location Map, Appendix I) on April 24, 1995. The <br /> Phase II Environmental Assessment and Subsurface Soil Investigation was undertaken to <br /> determine potential subsurface contamination due to the former use of the site and an <br /> adjacent property as dry cleaning facilities from mid 1940's to early 1970's. <br /> CRC Environmental Risk Management, Inc.
