On May 4, 2006, DTSC conducted an inspection at the Facility and observed corrosion, staining, waste residues, and
cracks on the trenches and cement floor of the Facility. Based on the inspection and available information, DTSC
concluded that further investigation was needed at the Site to determine the nature and extent of any release of
hazardous waste or hazardous waste constituents at the Facility.
No investigation or cleanup have been conducted under DTSC oversight. I am not aware if the facility was closed in
accordance with CUPA requirements. I have cc'd the CUPA Program Coordinator(Muniappa Naidu), who can provide
you with more information regarding status of facility closure with the county.
For your reference, information on the site can be found here:
https://www.envirostor.dtsc.ca.gov/public/profile report.asp?global id=71002712. The 2006 DTSC inspection report can be
found here:
https://www.envirostor.dtsc.ca.gov/public/view document?docurl=/public/deliverable documents/3917620599/Phase
%201%2OSite%201nspection%2OReport%2Epdf.
In order to address potential environmental contamination, the next general steps are:
1) Owner hires environmental consulting firm and enters into a Consent Agreement with DTSC.
2) Environmental firm prepares a work plan for an investigation, conducts the investigation, and prepares a report
that summarizes the investigation results and includes a risk assessment. The environmental consulting firm can
guide the owner through this process. This process will be DTSC's Preliminary Endangerment Assessment (PEA)
process (https://dtsc.ca.gov/wp-content/uploads/sites/31/2018/01/PEA Guidance Manual.pdf).
3) After the investigation and report, the next steps will be determined by the findings and conclusions of the
investigation. Possible next steps could include one or more of the following: additional investigation, remedy
evaluation, remedy implementation, no further action, land use covenant restricting use of the property, and/or
long-term operation and maintenance plan/agreement.
Let me know if you have any questions or require and additional information. DTSC looks forward to working with the
prospective purchaser on entering into a Consent Agreement and conducting the investigation for this facility.
Lora
Lora Jameson, PG
Chief, Site Evaluation and Remediation Unit
Site Mitigation and Restoration Program
Department of Toxic Substances Control
8800 Cal Center Drive
Sacramento, CA 95826
916-255-3586 office
Lora.Jameson@dtsc.ca.gov
From: Sran Realty<sranrealty@gmail.com>
Sent: Monday,June 29, 2020 11:19 PM
To:Anderson,Thomas@DTSC<Thomas.Anderson@dtsc.ca.gov>;Jameson, Lora@DTSC<Lora.Jameson @dtsc.ca.gov>
Subject: 1443 Navy Dr-stockton
Hello,
2
