In the <br /> past three years,the facility had two hazardous waste haulers. Observed disposal records from Safety-Kleen for <br /> the past three years but did not observe any disposal records from the other hazardous waste hauler. Sherri Keys, <br /> Manager, stated there were pickups with the other hazardous waste hauler. She was not sure of the name of the <br /> second hauler. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste.This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. <br /> CORRECTIVE ACTION: Immediately locate a copy of all uniform manifests from December 20,2016-December <br /> 20,2019 and maintain them on site. Provide a copy of the missing manifests from the second hazardous waste <br /> hauler and provide a corrective action statement to the San Joaquin County Environmental Health Department. <br /> This is a repeat violation, Class 11. <br /> 13 HSC 25160.2(b)(3)Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The facility has three hazardous waste streams: used oil,oil filters, and oily absorbent. The consolidated manifest was not available for review. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from December 20,2016- <br /> December 20,2019 and maintain them on site.
