The EHD in our county is the Local
Enforcement Agency for the Medical Waste Program. I would like your assistance on a matter recently brought to our attention
by Stericycle. The matter is in regards to Chapter 9 Section 118275(8) of The Medical Waste Management Act. An inspection
conducted at Sutter Gould Facility resulted in a violation because the majority of pharmaceutical waste containers onsite only
had an "Incineration Only" label on one side. The Sutter Facility contacted their Stericycle representative and in tum Stericycle
contacted me. Stericycle feels that their interpretation of the law- section 118275(g) allows for pharm containers not to be
labeled on the sides and lid just as longs as they are placed in secondary containment and the secondary container is labeled
on the sides and lid. The exact Stericycle interpretation of the law is written below this email, as well, I have attached photos
showing the pharm containers and the secondary container (large blue) being used onsite.
If you could please assist me on this matter, thank you;
Alfonso Arambula, REHS
San Joaquin County
Environmental Health Department
600 E.
