rl <br />SAN JOAQUIN <br />GENERAL HOSPITAL <br />Department Administration <br />Page 1 of 17 <br />Effective Date December 2008 <br />Date Replaces July 2007 <br />Title of Policy/Procedure Hazardous Materials and Waste <br />The Hazardous Materials and Waste Management Policy is established to ensure that <br />hazardous material and waste at San Joaquin General Hospital is managed in a responsible <br />and professional manner that complies with all applicable federal, state, and local laws and <br />regulations. See Appendix 1 for Hazardous Waste Management Laws and Regulations. All <br />San Joaquin General Hospital employees, including volunteers, who use or handle hazardous <br />materials are responsible to acquire, handle, use and dispose of hazardous materials in <br />accordance with this policy. See Appendix 2 for definitions for terms dealing with the handling <br />of hazardous waste used in this policy. <br />Hazardous waste, by definition, can cause serious injury to human health and to the <br />environment. Everyone connected with hazardous waste accumulation must exercise great <br />care to ensure that hazardous wastes are safely and correctly handled at all times. <br />No person shall discharge or cause to be discharged either directly or indirectly into the sanitary <br />sewer system, or onto the ground any waste containing flammable, toxic, or poisonous solids, <br />liquids, or gases in sufficient quantity to be injurious to humans or animals, or which may have <br />an adverse or harmful effect on sewers, maintenance personnel, waste water treatment plant <br />personnel or equipment, treatment plant effluent quality, public or private property, or which may <br />otherwise endanger the public, local environment, or create a public nuisance. Prohibited waste <br />shall not be discharged to any sump, tank, clarifier, interceptor, piping, or waste treatment <br />system which normally drains or flows to the public sewer. <br />Responsibilities <br />The roles and responsibilities of SJGH employees under the Hazardous Materials and Waste <br />Management Policy are summarized below. <br />Facilities Manager <br />With Department Managers, manages all aspects of the Hazardous Materials and Waste <br />Management program, including: <br />• Development of the hazardous waste management budget. <br />• Development and implementation of procedures for handling hazardous materials <br />and waste. <br />• Development and implementation of procedures for monitoring gases and vapors. <br />• Development of emergency procedures. <br />• Coordination of an annual evaluation of the program <br />• Coordination of a performance improvement process. <br />• Maintenance of a master MSDS list. <br />Development of training material. <br />Presents to the Safety Committee: <br />• An annual review of the Hazardous Materials and Waste Management program. <br />0 Advice regarding issues that may necessitate change in policy. <br />
