0
costs of the program. If the facility is on inventory then the inspection time will be
covered by the permit fee. If the facility is not on inventory then the one of the
mechanism used to recover cost is the complaint process. We understand that it is not
your mistake that caused the over reporting of waste, but the EHD was only responding to a
report from Stericycle that clearly indicated that PPMM requires a permit as a Large
Quantity Generator. Regardless of permitting a facility that generates medical waste is
still required to be in compliance with the Medical Waste Act. The issues found at the
facility are severe and require that the EHD follow-up to confirm compliance. The EHD
does not intend on maintaining the PPMM facility on inventory (unless medical waste
generated at the facility is greater than 200 lbs in any given month) . I hope Planned
Parenthood shares EHD concerns for the violations found at this facility regardless of why
an inspection was performed. Our primary concern should be that the Law is being followed
at this facility whether our presence is there or not.
Please indicate if you will be requesting a refund of permit fees and incurring the
scheduled hourly rate of $122.00 per hour for time spent on this facility.
Thank You,
Alfonso Arambula
San Joaquin County
Environmental Health Department
600 E. Six
violations were noted at this facility. The inspection report is attached. Currently our
fee schedule for an inspection without a permit is $122.00 per hour. Six total hours were
accrued on May 20, 2011 to complete that day's inspection. The re-inspection will also be
billed at $122.00 per hour as well. Currently our permit fees do not cover costs for
facilities that require extra assistance but the EHD is willing to waive those extra costs
if a facility can achieve compliance. Please decide which option is preferable and
respond kindly.
Thank you,
2
