In short,these laws prohibit: a. The making of false statements and concealment of any material information regarding the use or disposition,export or re-export of the property; b. The export or re-export of the property without a license; c. The release of technology or source code subject to a foreign national in the U.S. Such an act is deemed to be an export to the home country or countries of the foreign national and may require an export license as well. A foreign national does not include persons lawfully admitted for permanent residence in the United States and does not apply to persons who are protected individuals under the Immigration and Naturalization Act(8 USC 1324b(a)(3) Material Hazards Notice: Under Public Law 103-311 and 49 CFR Subchapter C,it is the responsibility of the requester offering material for shipment to declare any Hazardous Material. Moreover,U.S.law requires that the requester offering material for shipment must declare"hazardous material"in the shipping document.A definition of hazardous material may be found in 49 CFR Section 171.8.If the requester is unsure,they should contact LLNL hazardous material shipping coordinator.
