J
LOF Glass
Lib -Owens-Font Company
August 10, 1983
Mr. Robert Jon
Regional Quali Control Board
1
Central Valley egion
r
3201 S Street
Sacramento, C 94816
Subject: Waste Disposal Procedures
Dear Mr. Jones:
Our facility in Lathrop (San Joaquin County) generates waste oil from
diesel, hydraulic, and lubricating systems. This oil does not contain
toxic (heavy) metals, polychlorinated byphenyls, or halogenated hydro-
carbons. Due to a severe dust problem on our facility's roadways, we
would like to apply this waste oil to certain roads within our plant boun-
daries. As a first step, we will mix oil with gravel and place it on the
road beds; as needed thereafter, we will rent an agricultural spreader to
place oil on the roads. Approximately one gallon of oil will cover 20 sq.
yds. under this method of application.
Although this is a typical application for waste oil, we thought it advis-
able to inform you of our intentions. If your office has objections to
this plan, please inform us by August 22.
Also, regarding our letter of May 6, 1983 to you regarding solid waste
disposal at the Lathrop site, we would appreciate an expeditious decision
on our landfill classification. We understand that some doubt has arisen
on the percentage of wood to be discarded at this site. To clarify this
point, we are in the process of segregating materials that are presently in
the disposal area. Wood, plastic, and metal will be removed to the county
landfill or sold as scrap. Only inorganic materials such as glass batch
or cullet (broken glass) will remain for disposal at the plant.
To prevent a recurrence of this disposal problem, the plant has estab-
lished a policy in which wood and metal will not be discarded at the
plant in the future; these materials are being segregated. We reiterate
our believe, therefore, that the disposal of wood, metal, and plastic will
be less than 10% of the total weight percentage delegated to the site.
The preponderance of waste at the site will be inorganic glass batch
materials and cullet.
1701 East Broadway Toledo, Ohio 43605 Telephone 419 247-3731 TWX 810-442-1739 Telex 28-6437
