STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATEIRUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD P :r
SACRAMENTO,CA 95827-3098
16 September 1988
Mr. Richard C. Ragaini, Department Head
Environmental Protection Department
University of California ` L t
Lawrence'Livermore National Laboratory VIA13
P. 0. Box 808
Livermore, CA 94550
VOLATILE ORGANIC COMPOUNDS DETECTED OFF-SITE, UNIVERSITY OF CALIFORNIA, LAWRENCE
LIVERMORE NATIONAL LABORATORY SITE 300, SAN JOAQUIN COUNTY - CASE NO. 2677
We have reviewed your 31 August 1988 work plan and time schedule prepared in
response t0 our 24 August 1988 request® The work plan was to provide' an assess-
ment of the extent, and the rate and direction of movement of the volatile organic
compounds (VOCs) detected off-site of Lawrence Livermore National Laboratory' s
Site 300. We remain concerned about the potential for the escaped VOCs to
contaminate both Site 300 and private, off-site drinking water supply wells.
The work plan and time schedule do not adequately respond to our concern. By,
merely incorporating the characterization of the escaped VOC plume into the
ongoing investigation in the General Services Area, you provide insufficient
- - detail on yourspecificplans for the off-site work. Also, there is no justifi-
cation to extend the schedule for conducting this important activity from January
to September 1989. You should address this problem immediately and specifically.
We expect to receive the required work plan and time schedule by 30 September
1988. The work plan must be directed specifically at characterizing the escaped
VOC plume and providing interim containment and/or treatment, if necessary. IF
you have any questions or comments, please call me at (916) 361-5653.
MICHAEL HIGG
Area Engineer
MLH:gs
cc: Mr. James T. Davis, U. S.
