Godwin, Associate Director
University of California
Lawyonce. Livermore Notional Laboratory
P. 0. Box 80,21
Livermore, CA 1)4550
REPORT OF RECENT INSPECTION, U111VERSITY OF CALIFORNIA, LAWRE110E LIVERNIGRE
NATIONAL LABORATORY SITE 300, SAN JOAQUIN COUNTY
The enclosed inspection report describes the 30 October 1987 meeting and
inspection by Regional Board staff of' La'w'rence 'Livermore National Laboratory
(LLNL) Site 300.
At the meeting we discussed the draft Environmental Restoration Mork Plan which
was provided that day. We discussed some portions of the work plan at that
time, and I subsequently provided detailed comments to Albert Lamarre of your
staff by telephone on 4 November 1987. The final work plan, which was submitted
4 December 1987, is acceptable with one change which is discussed below. The
work plan and time schedules should be updated in each Environmental Investi-
gations Quarterly Report; please show the new and old versions for easy com-
parison.
One change needed in the work plan is in Task 12 concerning Pit 6. According to
Mr. Lamarre, LLNL implemented the recommendations in Brown and Caldwell 's (B&C)
July 1987 report by installing two new wells in the shallow alluvium near
existing Wells EP 6-9 and K 6-1. Our geologist has reviewed that report, and
while we generally concur with B&C's conclusions and recommendations, we feel
the ground water flow directions are not clear on the pit's west side. Ac-
cording to our geologist, if the ground water follows the topography (the pit
lies on a ridge) , the flow could be southwest as well as southeast. To check
this possibility, a piezometer should be installed on the west side of the pit
south of the fault, and the piezometric water levels reevaluated.
Also, TCE has been found at high levels in two samples from Well BC-13 (100 ppb
and 70 ppb; state action level for TCE is 5 ppb) . This is a shallow well
` monitoring a spring which discharges to the ground surface at a road cut. The
