Box 808 <br />Livermore, CA 94550 <br />TOXIC PIT CLEANUP ACT (TPCA) INSPECTION REPORT, LAWRENCE LIVERMORE NATIONAL <br />LABORATORY (LLNL) SITE 300, SAN JOAQUIN COUNTY <br />The enclosed report summarizes the 17 December 1986 inspection by Regional Board <br />staff. The inspection was conducted in compliance with Section 25208.7(a) of the <br />TPCA and was to determine the applicability of the TPCA to the Waste Management <br />Units at Site 300. <br />Twelve Waste Management Units were identified as potentially subject to the TPCA. <br />Two Waste Management Units; the 806/807 concrete surge tank and the burn pit were <br />determined not to be regulated by the TPCA. However, the 806/807 lagoon and the <br />two Class II surface impoundments (817 area) were determined to be subject to the <br />TPCA. Additional information will be required for lagoons 807A, 807B, 825, 826, <br />827C/D, 827E, and 828, as the Regional Board does not have adequate information <br />to make a final determination regarding coverage of the TPCA to these Waste <br />Management Units. We request that you report to us by 17 April 1987 the following <br />information: <br />1. Chemical analysis of what was placed in the lagoons on or after 1 January <br />1985. <br />2. If the information requested under 1 is unavailable, conduct and provide <br />sampling results of the residual liquid and sludge in each of the lagoons. <br />Enclosed is a sampling plan ("Sampling and Analysis Plan of Potential Toxic Pit <br />Cleanup Act (TPCA) Surface Impoundments") which suggests sampling criteria to be <br />followed. The submitted report is to include the protocol used for sampling and <br />analysis. <br />
