KLEINFELDER <br /> 4 ASSESS T OF SURFACE SOIL CONTAMINATION <br /> During the period of time when A/C pipe was manufactured at the J-M Mfg, plant, stray <br /> asbestos fibers apparently migrated from the confines of the buildings where the manufacturing <br /> operations occurred to areas surrounding the buildings. The presence of these fibers is a <br /> concern to the CVRWQCB as a potential source of asbestos in surface water runoff. In <br /> cooperation with the CVRWQCB, J-M Mfg. conducted a series of investigations to assess the <br /> extent of asbestos in surface soil. This chapter contains a discussion of previous investigations <br /> and the most recent investigation completed in the fall of 1991. <br /> 4.1 PREVIOUS INVESTIGATIONS <br /> Data from two previous site investigations indicated that asbestos contamination in surface <br /> soils may be present. <br /> 4.1.1 SWAT Investigation <br /> The SWAT report did not include a surface soil asbestos assessment. The SWAT report, <br /> however, did discuss the possibility of surface soil asbestos contamination as being a potential <br /> cause of elevated asbestos levels in surface water collected from the canal that bisects the J-M <br /> Mfg. site. <br /> 4.1.2 Soil Investigation <br /> In. a site inspection report dated October 1987, the CVRWQCB requested an assessment of <br /> surface soils for stray asbestos. Asbestos was thought to have possibly spilled onto surface - <br /> soils during past use of haul roads, shipping stations, and other past use areas. <br /> As a part of the closure activity and in response to the CVRWQCB request, Kleinfelder <br /> performed a limited surface soil investigation. Thirty surface soil samples were collected <br /> along former haul roads and former activity areas on April 26, 1990. The sampling locations <br /> are shown on Plate 4-1. Summary Tables 4-1. and 4-2 give a description of the sample <br /> locations and the results of polarized light microscopy (PLM) analysis.
