h� KLEINEELDER <br />Kjeldsen-Sinnock and Associates prepared a master storm drainage plan for the Stockton <br />Metropolitan Airport in 1985. That plan looked at the present and future drainage <br />requirements of the airport as well as the business park. The report states that the existing <br />drainage channel crossing the J -M Mfg. site is inadequate in cross-section to accommodate the <br />increased flows expected to be generated by future development. A design was presented in <br />the report that solves the capacity problem. Drainage from the business park and the airport <br />would be collected in detention ponds at the south west corner of the business park and then <br />pumped via a force main to North Littlejohn Creek. The channel crossing the J -M 'Mfg. site <br />would be abandoned. <br />San Joaquin County Department of Public Works (Mr. Tom Iwamyia) was contacted to get an <br />update on the proposed master plan. Tom said that the plan was ultimately rejected because of <br />concerns that the detention basin would attract birds that would interfere with airport <br />operations. Due to economic issues, a revision to the plan has not been prepared and Mr. <br />Iwamyia does not foresee any activity in the foreseeable future to redesign the present storm <br />water drainage system. <br />J -M Mfg. has expressed an interest in replacing the channel with a buried pipe to decrease <br />maintenance costs and to enhance the value of the western parcel that they plan to sell. <br />Kleinfelder contacted a number of agencies to find out what would be required to permit such <br />a project. San Joaquin County (Mr. Iwamyia) stated that a detailed study of drainage in the <br />area in order to provide a basis for sizing the pipe. In addition, the County said that an EIR <br />may be required for the project. Since the channel is unlined and supports flora and fauna, the <br />Department of Fish and Game (F&G) and the US Army Corp of Engineers (ACOS) were <br />contacted to find out if permits were needed. Both F&G and the ACOE will require <br />submission of applications for them to assess the project site and decide if any additional <br />Ipermitting will be required. <br />' 6.3.2 Configuration <br />There are a number of uncertainties associated with preparing a storm water drainage plan for <br />the J -M Mfg. site.
