Box 1587 <br /> Stockton , California 95201 <br /> Dear Mr. Bonzo: <br /> Thank you for showing Dr. David Storm and me your plant and your <br /> asbestos-containing waste disposal methods during our recent visit. <br /> According to the information you furnished us earlier, your waste <br /> is comprised of a mixture of Portland cement, silica flour, and <br /> 15% asbestos and it is generated in two forms: <br /> a. Dry waste: This waste results from breakage and <br /> off-spec production, machine trimmings from lathes <br /> and saws, and dust control equipment. <br /> b. Processed wastes in a sludge form: Slurries containing <br /> small amounts of the three raw materials are pumped <br /> out to settling ponds. The settling ponds gradually <br /> build up with solids. Sludge (60% water) is removed <br /> and buried. <br /> You ave requested answers to the following questions: <br /> 1 . Are the wastes generated in your manufacturing process <br /> classified as hazardous by our agency? <br /> 2. What, if any, permits, fees, regulations or reporting <br /> would be required by our agency. <br /> Pursuant to our conversation, the dry waste is considered hazardous <br /> but th Qeis►� If you believe, for any reason, that the dry <br /> wastes should not be considered hazardous, you may submit chemical , <br /> physical , or•toxilogical data to the Department for determination <br /> as to whether the waste mixture is hazardous. <br /> In answer to your second question: (1 ) You need no permit to dispose <br /> of asbestos wastes and (2) futur atio ill addres waste <br /> handli methods fees,_ and re uirement is osa of <br /> ar ouswas by firm with n they r _2roD��ee�� y boundaries.
