r <br /> ",�i-aallxo <br /> .rUL 12 1985 <br /> ENGINEERING REPORT REQUIREMENTS LNVjR01ViENTAL HEALTH <br /> Information Necessary for Review of Facility Permits <br /> Operating permits for disposal sites that were operating prior to <br /> enactment of the Z ' berg-Kapiloff Solid Waste Control Act of 1976 <br /> were processed during 1977 and 1978 under the "Grandfather" <br /> provisions of the code" Engineering information addressing geo- <br /> logy, hydrology, drainage, leachate control, site design and <br /> operation and waste cell construction was frequently not provided <br /> by the applicant as part of the permit application since a pro- <br /> fessionally designed site was not a prerequisite for a grand- <br /> fathered permit. To ensure that the land , water, and air re- <br /> sources of the state were protected a provision for periodic site <br /> review, section 17751 , 14 CAC was included in the code. <br /> This section states that, "From the date of issuance of the <br /> permit, at least once each five years , or more frequently as <br /> deterinined by the enforcement agency , the owner or operator <br /> shall cause a registered civil engineer to review the site de- <br /> sign , implementation and operation plan to determine if any <br /> revisions are necessary and to estimate the remaining site Life. <br /> The conclusions and recommendations of his review shall be pre-- <br /> rented in a report and filed with the enforcement agency and the <br /> Board .
