containment features of of the site and incorporate standard
elements of other regulatory agencies . The design elements of
the landfilling and site expansion shall always focus on control-
ling flooding , surface drainage, erosion, leachate production and
escapement of gases .
The drainage structures , including channels , ditches , berms ,
oversize drains and energy di55ipators shall control surface
water runoff and prevent inudation or washouts during the land-
filling operation and after site closure, Surface drainage
calculations shall be prepared to substantiate the design .
The landfill shall be designed to promote sufface runoff and
thereby minimize any potential infiltration of surface water
through the soil cover to the waste. A water balance study for
the completed (at closure) landfill shall be prepared to substan--
tiate the waste cell design . The water balance study should
reflect the required steps that will be taken to preclude infil-
tration of precipitation as waste cells are constructed to
closure grade. (Note: daily, intermediate, and closure covers and
the immediate planting of vegtation will minimize erosion and
maximize evapotranspiration of moisture. )
The site review and development report to be prepared by the
engineer shall address in sufficient detail the following
information :
3
