The design elements of <br /> the landfilling and site expansion shall always focus on control- <br /> ling flooding , surface drainage, erosion, leachate production and <br /> escapement of gases . <br /> The drainage structures , including channels , ditches , berms , <br /> oversize drains and energy di55ipators shall control surface <br /> water runoff and prevent inudation or washouts during the land- <br /> filling operation and after site closure, Surface drainage <br /> calculations shall be prepared to substantiate the design . <br /> The landfill shall be designed to promote sufface runoff and <br /> thereby minimize any potential infiltration of surface water <br /> through the soil cover to the waste. A water balance study for <br /> the completed (at closure) landfill shall be prepared to substan-- <br /> tiate the waste cell design . The water balance study should <br /> reflect the required steps that will be taken to preclude infil- <br /> tration of precipitation as waste cells are constructed to <br /> closure grade.
