Box 1587 <br /> Stockton, CA 95201 <br /> 0 <br /> Subject: RCRA Inspection of the Johns-Manville Waste Disposal Area <br /> Dear Mr. Bonzo: <br /> On June 12, 1980, a Solid Waste Management. Board ( ) evaluator performed <br /> an evaluation of, your facility as required by the federal Resource Conserva- <br /> tion arra Recovery Act (RCRA) of 1.976. At the conclusion of the evaluation, <br /> if you or your representative were present, you were advised orally of <br /> a preliminary indication of deficiencies with respect to RCRA criteria. <br /> After further analysis of the data collected, we were able to make determina- <br /> tions about your site with respect to the RCRA criteria as outlined below <br /> and referenced on the attached summary sheet. <br /> I. Non-Compliance Criterion: <br /> A. Disease: The disposal of the empty asbestos bags as addressed in <br /> t e olid Waste Facilities Permit is not being accomplished according <br /> to the permit corxlitions. The permit conditions require that the <br /> bags be compacted and covered daily. This condition is causing <br /> non-ccmpliance with this criterion. <br /> At this time on-site industrial disposal practices involving process <br /> wastes are not being evaluated by the State Solid Waste Management <br /> Board under RCRA. When and if this phase of the program is implemented <br /> further evaluation of your disposal practices may be made. <br /> The SVMB is providing a grace period of three months beginning with the <br /> date of this letter for you to correct the RCRA deficiencies noted herein. <br /> If you take advantage of the opportunity to upgrade your site you must <br /> notify the SWMB in writing of the corrective actions taken before the <br /> end of the grace period and request re-evaluation.
