CENTRALIWEY REGIONALT LI 4 L BOARD <br />INSPECTION REPORT <br />16 December 1985 <br />. ..1 <br />WeIRMS KOH <br />INSPECTED BY: <br />ACCOMPANIED BY: <br />On 15 July 1985 1 inspected the above mentioned facilities with Mr. Cecil Bonzo, <br />Environmental Control Officer. J -M Corporation is currently regulated by NPDES <br />Permit No. 85-005 which allows the discharge of noncontact cooling water and <br />Krebbs cyclone underflow to Little John Creek. Our office is in the process of <br />developing waste discharge requirements concerning the discharge of A/C pipe <br />process w• - # • - evaporation/infiltration ponds. On 14 May <br />1985 <br />notified our office that they had routed Ball mill & Krebbs cyclone discharges <br />t these evaporation/infiltrationponds. • -t the ongoing expenseof <br />NPDES monitoring with no return on that expenditure, was the reason for re- <br />routing the discharges. Storm water runoff continues to be discharged to Little <br />John <br />silicaThe purpose of this inspection was to gather information pursuant to formulating <br />waste discharge requirements. J -M Corporation, in South Stockton, manufactures <br />PVC and asbestos/cement (A/C) pipe. The PVC pipe process is a closed loop <br />system and does not impact water quality. J -M produces about eight tons of A/C <br />pipe per hour. Major components of the pipe are Type I Portland Cement (50%), <br />sand and asbestos fiit 'Asbestos added tf increase the <br />strengthof the final product. <br />The three raw materials are combined • dry mixer and forced by rr • <br />into a troughwater added. The wet mix or • to a vat where <br />solids in the slurry can be picked up by revolving cylinder molds which have a <br />wire screen surface. The molds transfer solids to a moving belt, forming a thin <br />film of • t called Pipe is formed by .'. the sheet <br />onto a mandrel and wrapping it until the proper thickness is attained. The <br />final step is to remove the pipe from the mandrel and autoclave it to accelerate <br />hardening. <br />1. 26,000 gallons/day of once through cooling water from the ball mill <br />operation.
