STATE OF CALIFORNIA—HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, Governor
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISION
NORTHERN CALIFORNIA SECTION
4250 POWER INN ROAD
j. 0
SACRAMENTO,CA 95826 b
(916)739-3145 November 20, Ne,q''I'QPAI
C. Leland Hall, Director toc4z
Environmental Health Division r
San Joaquin Local Health District
Post Office Box 2009
Stockton, CA 95201
Dear Mr. Hall:
J-M A/C PIPE CORPORATION
This is in response to your letter dated October 24, 1984 in which you
reported that your agency was in the process of rewriting the Solid Waste
Facilities Permit for the J-M A/C Pipe Corporation (formerly the J-M
Disposal Site) and that the disposal method used for asbestos cement pipe
has been changed as follows:
"The asbestos fibers in the cement pipes are bound and encapsulated
and do not pose a threat to the atmosphere. The pipes are crushed
and disposed of at an onsite landfill by the trench method. When the
accumulation of crushed pipe reaches 2' of grade, the trench is back-
filled with clean soil."
The Department believes that this is an acceptable method of waste disposal
for asbestos cement pipe.
Thank you for the opportunity to comment on this proposed permit.
Sincerely,
%,O
Wade Cornwell
Senior Engineer
WC:st
