DESCRIPTIVE STATEMENT OF MANNER OF OPERATION? <br /> The facility at the .johns-Manville plant in Stockton, California is a manufacturing <br /> plant producing asbestos/cement pipe and polyvinyl chloride (PVC) pipe® Average <br /> plant- <br /> annu _ production at this location is 100,000 tons of asbestos/cement pipe and <br /> 20,00';,000 lbs. (109000) tons of PVC pipe. <br /> The 71C c-:-,erations do not generate any solid waste. The A/C operations generates <br /> soli: -.-s4e as shc,;-. below: <br /> X. Dry ;:_see - Product Triings 9,000 Tons/Year <br /> (Disposed by closed loop recycling) <br /> Dry Waste - Reject and Off Spec Product 1,000 Tons/Year- <br /> (Disposed daily above ground at sprinkled area on plant property, in <br /> accordance with Federal EPA Regulations - National Emission Standards <br /> for Hazardous Air Pollutants, Part. 61 of Chapter I, Title 40 of CFR <br /> dated 10/14/75) . This dry waste is composed of a homogenous mixture <br /> of Portland cement, silica sand, and asbestos fibers, wherein the <br /> asbestos fibers are bound and encapsulated within the cement-silica <br /> sand matrix. <br /> Dry Waste - Empty Bags Which Had Contained Asbestos 1,500 Cu. Yds./Year* <br /> (Disposed daily to landfill trench on plant property and covered <br /> monthly with three (3) feet of native spoil from excavation). <br /> Wet Waste - Sediments From Process Effluents 22,000 Cu. Yds/Year <br /> Disposed once annually to landfill disposal pit and covered with <br /> three (3) feet o native spoil from excavation. This waste is accumu- <br /> lated in two (2) large settling ponds. The ponds are used alternately. <br /> From a pond not in use, the water is evaporated naturally and the <br /> solids are dredged and disposed to landfill on plant property.
