w a ® ' + JUSTIFICATION OF PROPOSAL for review of SAN JOAQUIN COUNTY LOCAL AGENCY FORMATION COMMISSION Chapter 6.6 (commencing with Sec. 54773) of Part 11 Division 2, Title 5 of the Government Code charge the Local Agency Formation Commission with the respon- sibility for review and evaluation of proposals for the formation of, or annex- ation to local agencies. As provided in the section of the code referred to above, the factors to be considered by the Commission in reviewing such proposals shall include but not be limited to: (1) Population; population desnity; land area and land uses, per capita ` assessed valuation; topography) natural boundaxies, and drainage basins; proximity to other populated areas; the liklihood of significant growth in the area, and in adjacent incorporated and unincorporated areas, dur- ing the next 10 years. (2) Need for organized community services; and present cost and adequacy of governmental services and controls in the area; probably future needs for such services and controls; probably effect of the proposed incorpora- tion ncorpo -tion formation or annexation and of alternative courses of action on the cost d adequacy of services and controls in the area and adjacent areas. (3) The effect ,of the proposed action, and of alternative actions, on adjacent areas, on mutual social and economic interests and on the local governmental structure of the county. (4) The definiteness and certainty of the boundaries of the territory, the nonconformance of proposed boundaries with lines of assessment or ownership, the creation of islands or corridors of unincorporated territoryp and other similar matters affecting the proposed boundaries. In order to facilitate this Commission's review of your proposal it will be necessary for you to complete the following questionnaire and file the same to- gether with the Notice of Intention relating to your proposal. All questions must be answered; if the question is not applicable to the type of action you proposed you may so state.
