January 13: 196*
Page 2
A more logical annexation 'would be the lands from the Railroad
tracks on the west to the Airport Road Right of Way on the east.
However, Johns-Manville has indicated no interest in annexation
f of the entire plant merely to obtain domestic sewer service., and
the City of Stockton, if the annexation were disapproved, would
have to change their policy in order to furnish such services
to Johns-Manville Product Corporation.
It is my opinion that this proposal should be termed as a
"Special Interest" annexation involving a major industry that
contributes much to the financial aspect of our community and a
policy established by the City Council of Stockton. While I
feel that the proposal is not a good annexation, I feel that the
Local Agency Formation Comission must consider the City's policy
d discuss with them a possible alternate method.
Very truly yours,
W. ON
tive icer
