Items to be deleted from original version are
struck out, while items to be inserted are shaded. If you have any further comments can me
as soon as possible, but no later than 3 February 1994.
In our 21 December 1993 meeting, you requested approval to leave all soils with <1%
asbestos in place or to use as fill during closure. At this time, we are allowing the use of
<1% percent area as the method detection limit. Therefore, we require that you use clean fill
from either offsite or onsite soils which have no detectable asbestos at a detection limit no
greater than <1%. While it is technical feasible to get a lower detection limit, there are
limited number of laboratories capable of conducting the more expensive test.
To ensure that no asbestos above the 1% detection limit are use to cover the landfills, we
request that you to identify and sample the borrow source that you are planning to use as
cover materials. Please submit a brief report and time schedule outlining how you will
comply with this requirement.d
If you have any questions, please contact Robert Evans at (916) 255-3136.
G4a
WILLIAM J.
