Items to be deleted from original version are <br /> struck out, while items to be inserted are shaded. If you have any further comments call me <br /> as soon as possible, but no later than 6 January 1994. <br /> In our 21 December 1993 meeting, you requested approval to leave all soils with < I% <br /> asbestos in place or to use as fill during closure. We assume that the use of soils with < 1% <br /> asbestos was proposed because < 1% asbestos was the method detection limit used in a <br /> previous soil investigation. Because the purpose of your closure and corrective actions is to <br /> eliminate asbestos discharges to surface water, your cover material must not contain any <br /> asbestos. The two methods used for asbestos analysis, polarized light microscopy and <br /> transmissive electron microscopy have detection limits of 0.1% and 0.01%, respectively. <br /> Therefore, we require that you use clean fill from either offsite or onsite soils which have no <br /> detectable asbestos at a detection limit no greater than 0.1%. <br /> If you have any questions, please contact Robert Evans at (916) 255-3136. <br /> �Y.�— <br /> WILLIAM J.
