The Discharger has discharged wastes containing an average of 7.8% friable asbestos for <br /> disposal in surface impoundments and in landfills. These wastes are classified as <br /> "hazardous" under Title 22 of CCR. However, because these wastes do not pose a threat <br /> to ground water quality, Section 25143.7 of the Health and Safety Code permits their <br /> disposal in any landfill which has WDRs that specifically permit the discharge, provided <br /> that the wastes are handled and disposed of in accordance with other applicable state and <br /> federal statutes and regulations. <br /> 15. The surface impoundments accepted approximately 8000 cu. yds. of waste <br /> per year. When nearly full, the impoundments were dredged, and the material <br /> placed in one of the landfills. This occurred about every 2 years. Together they <br /> contain approximately 38,000 cu. yds. of waste. <br />
