STANDARD PROVISIONS AND REPORTING REQUIREMENTS September 1993 <br /> FOR WASTE DISCHARGE REQUIREMENTS <br /> FOR DISCHARGES REGULATED BY CHAPTER 15 AND/OR PART 258 -12- <br /> a. For the Volatile Organics Monitoring Parameter For tVater Samples [VOCtivater]: <br /> For anv Given Monitoring Point, the VOC Water Monitoring Parameter is a composite <br /> parameter addressing all detectable VOCs. <br /> The Discharger shall conclude that a release is tentatively indicated for the VOCWater <br /> Llonitoring Parameter if the data for any Monitoring Point contain either <br /> L two or more qualifying VOCs that equal or exceed their respective MDLs, or <br /> ii. one qualifying VOC that equals or exceeds its PQL. <br /> b. For the Volatiie Organics Vonitoring Parameter For Soii Pore Gas Samples [VOCspg 7: <br /> The VOC po Monitoring Parameter is a composite parameter for soil pore gas addressing <br /> all VOCs detectable using either GC or GC/MS anaivsis of at least a ten liter sample of <br /> ,;oil pore gas (e.g., collected in a vacuum canister). It involves the same scope of VOCs <br /> aj does the VOCw.ater Monitoring Parameter. <br /> The Discharger shall conclude that a release is tentatively indicated for the VOCSP9 <br /> Monitoring Parameter if the data for any Monitoring Point contain either <br /> i. two or more qualifying VOCs that equal or exceed their respective MDLs. or <br /> Ii. one qualifying VOC that equals or exceeds its PQL. <br /> C. For Constituents of Concern: <br /> The Discharger shall conclude that a release is tentatively indicated if the data for any <br /> Monitoring Point contain either <br /> i. two or more qualifying constituents that equal or exceed their respective MDLs, or <br /> ii. one qualifying constituent which exceeds its PQL. <br /> RESPONSE TO A RELEASE <br /> General <br /> 1. If the Discharger determines that there is significant statistical evidence of a release (i.e. the <br /> initial statistical comparison or non-statistical comparison indicates. for any Constituent of <br /> Concern or Monitoring Parameter. that a release is tentatively identified), the Discharger shall <br /> immediately notify the Board verbally as to the Monitoring Point(s) and constituent(s) or <br /> parameter(s) involved, shall provide written notification by certified mail within seven days of <br /> such determination [2550.80(1)], and shall carry out a discrete retest(see below. <br /> If the retest confirms the existence of a release. the Discharger shall carry out the requirements <br /> of 3. below. In any case, the Discharger shall inform the Board of the outcome of the retest as <br /> soon as the results are available, following up with written results submitted by certified mail <br /> within seven days of completing the retest. <br />
