WASTE DISCHARGE REQUIREMENTS -5- <br /> JOHNS-MANVILLE MANUFACTURING COMPANY, INCORPORATED <br /> FORMOSA PLASTICS, USA <br /> SAN JOAQUIN COUNTY <br /> 25. While A/C pipe was being produced, the facility impounded the process wastewater from <br /> the A/C pipe slurrying process, the heat exchanger cooling water, and the boiler plant <br /> steam condensate. The impoundment facilities consist of two unlined settling and <br /> evaporation/percolation basins, approximately 1100 feet x 60 feet x 18 feet deep, <br /> constructed of earthen embankments. <br /> 26. A sprinkler system periodically wets down the waste to reduce the chance of asbestos <br /> particles becoming airborne. <br /> CORRECTIVE ACTION PLAN <br /> 27. The SWAT Report has determined that ground water and surface waters have been <br /> impacted by waste management unit ( ) operations. Extremely high levels of <br /> asbestos fibers were found in the surface waters. <br /> 28. The Discharger may be requested to propose a Corrective Action Plan (CAP) pursuant to <br /> Chapter 15, Article 5 requirements to address the contamination problem. <br /> CEQA CONSIDERATIONS <br /> 29. The action to adopt WDRs for this facility is exempt from the provisions of the Califor- <br /> nia Environmental Quality Act (Public Resources Code Section 21000, et seq.), in <br /> accordance with Title 14, CCR, Section 15301 for existing facilities. <br /> OTHER LEGAL REFERENCES <br /> 30. The Board has adopted the Water Quality Control Plan, Second Edition, for the Sacra- <br /> mento-San Joaquin Basin (5B). This Order implements the water quality objectives <br /> stated in that Plan. <br /> 31. The Board has notified the Discharger and interested agencies and persons of its <br /> intention to adopt WDRs for closure of this facility. <br /> 32. In a public hearing, the Board heard and considered all comments pertaining to this <br /> facility and discharge. <br />
