MEMORANDUM <br /> TO: WILLIAM S. JOHNSON <br /> FROM: Steven C. Macaulay <br /> SUBJECT: Inspection, Sanitary City Disposal Company, Inc. , disposal site, <br /> south bank of Mokelumne River, east of Lodi , San Joaquin County <br /> On 23 October 1975, Sanitarian Ed Pico and I met with Rudy Vaccarezza and <br /> Dario DeBenedetti of the Sanitary City Disposal Company, Inc. , to discuss the <br /> Company's action in closing down the subject disposal site. Our earlier in- <br /> spection, 7 October 1975, noted that tomato wastes and Group 2 industrial <br /> wastes were being discharged in the flood plain of the Mokelumne River. On <br /> 9 October we wrote the Company asking for measures to be taken to adequately <br /> close the subject disposal site. <br /> Messrs. Vaccarezza and DeBenedetti were very helpful in describing the actions <br /> they have taken since our last visit to the site. Since that time, the Company <br /> has imported large amounts of dirt, and used this material to provide an ade- <br /> quate soil cap to the industrial waste disposal area. Additionally, the <br /> Company has disced the tomato waste disposal area, thus hastening rapid <br /> decomposition of this material . All of this work was accomplished within <br /> 7-10 days after receipt of our letter, and the Company has shown excellent <br /> cooperation and efforts in closing the disposal site. <br /> Mr. Vaccarezza accompanied us on a short tour of the former disposal area, <br /> where we observed that all of the tomato disposal areas had been adequately <br /> disced. There is approximately a 12-18 inch soil cap over the Group 2 refuse, <br /> and Mr. Vaccarezza indicated that further cover material will be placed over <br /> the fill when it becomes available in the near future. He further indicated <br /> that all wastes are now being taken to adequate disposal sites. <br /> Our inspection indicates that the Sanitary City Disposal Company, Inc. , has <br /> taken rapid and effective action in closing their disposal site on the south <br /> bank of the Mokelumne River. The Company representatives were extremely co- <br /> operative, and have shown effective and sincere efforts to work with both <br /> the Health District and our office in solving this matter. <br /> cc: Sanitary City Disposal Company, Inc. <br /> State Water Resources Control Board, Al Franks <br /> Slid Waste Management Board, Larry Burch <br /> Oan Joaquin Local Health District, Ed Pico <br /> 10/30/75 SCM:ca <br />
