Director <br /> Environmental Health Division <br /> SUBJECT: Capped Asbestos Waste Site, 4599 Manthey Road. French Camp <br /> As requested in your memorandum dated December 29, 1998, the Environmental Health <br /> Division (EHD) has reviewed the information you provided from a constituent concerning the <br /> former Equina property located at 4599 Manthey Road, French Camp. <br /> Background <br /> Years ago, the Equina family entered into a financial agreement with Johns Manville Pipe <br /> Corporation to dispose of asbestos containing debris (cement pipe, product trimmings, and <br /> process rejects) on the Manthey Road property sometime between 1957 and 1982. An estimated <br /> waste volume of approximately 13,000 cubic yards has been disposed of on the site. <br /> In 1985, the EHD and the State Department of Toxic Substances Control (DTSC) were notified <br /> of surface and subsurface asbestos waste piles located on the Equina property. DTSC applied a <br /> polymer sealant to the site in 1988 to prevent air dispersal of the waste, after the responsible <br /> party, Equinox, failed to respond to a county order to cap the site in 1985. <br /> In November 1988, Lyon Communities assumed title of this property and the adjacent Thomas <br /> parcel. In 1990, in order to effectively mitigate the Equina property, Lyon Communities <br /> demolished the Thomas residence, the site was cleared of debris, and an interim 6-inch soil cap <br /> was installed over the site. In October 1991, a permanent 3-foot cap of clean fill was installed, <br /> together with wire mesh to prevent burrowing animals from compromising the integrity of the <br /> cap. A deed restriction was recorded on May 13, 1992, to preclude future disturbance of the cap. <br /> In July 1992, U.S. EPA issued a letter to Lyon Communities approving the installation of the cap <br /> and ordering Lyon Communities to conduct on-going monitoring and maintenance of the site, to <br /> assure community health and safety are not compromised. (See attached.) <br /> According to the City of Stockton Community Development Department Planning Division, in <br /> the recent past, some Weston Ranch residents expressed concern regarding a proposed general <br /> plan amendment and rezoning of Weston Ranch property- located directly north of the capped <br /> asbestos site.
